Senior Responsible Officer

CarolinCaroline Hutton portraite Hutton brings a wealth of senior leadership experience to the role of Senior Responsible Officer for the New Frimley Park Hospital. Having held positions including Director of Transformation, Chief Operating Officer, Interim Chief Executive Officer, and now Deputy Chief Executive, Caroline is uniquely placed to oversee this complex and high-profile programme.

She has successfully led large-scale digital transformation and clinical service redesign projects across the NHS and is known for her ability to navigate challenging stakeholder environments.

Caroline’s role is pivotal in ensuring that the programme delivers on time, within budget, and meets both clinical and community needs.

Her leadership ensures a relentless focus on quality, innovation, and partnership working to achieve lasting impact. 

Programme Director

Alex WhAlex White potraitite is a highly experienced programme leader with a proven track record in managing major healthcare and public infrastructure projects across the UK.

As Programme Director, Alex oversees the entire delivery of the New Frimley Park Hospital, ensuring alignment between design development, construction phases, operational planning, and commissioning.

He is known for his ability to coordinate complex multi-disciplinary teams and deliver large-scale projects in challenging environments.

With a background in both client-side programme leadership and contractor delivery, Alex brings a balanced, pragmatic approach to risk management, stakeholder engagement, and driving collaborative success.

His expertise is critical in ensuring that the programme remains on schedule, within financial parameters, and achieves the highest standards of design, build quality, and patient outcomes.

Cain Thomas, Design and Construction Director

Cain Thomas joined Frimley Health in January 2024 as a consultant before becoming permanent, initially assisting in the establishment of the new hospital programme management team. His career began in the military, where he spent 12 years commanding tanks and flying helicopters. Afterwards, he qualified as a chartered surveyor and worked for a major building contractor before becoming a consultant at a private practice. Over the past 20 years, he has built a successful career in the property development and construction industry, specialising in healthcare capital development. 

In his current role as the design and construction director, he ensures that the clinical strategy is translated into a comprehensive design brief. He leads a large, multi-disciplinary design team to develop proposals for the new hospital, focusing on integrating all necessary components, services, and facilities.

As we move towards a more detailed design phase, he ensures the design aligns with the brief, is compliant, and fit for purpose. He also acts as the liaison between the Trust and the designers, overseeing the transition to the delivery and construction phases.  

Claire Orchard, Digital Lead

Claire Orchard is a leader in the field of smart hospitals, leveraging digital technology to enhance patient care and experience. With a passion for data-driven digital strategies, Claire fosters a more connected and collaborative healthcare environment. Her expertise lies in senior leadership roles supporting clinical system implementation and optimisation, integration and solutions architecture, programme management, and project management office. 

Claire's career includes notable positions such as digital director solutions and delivery at East and North Hertfordshire NHS Trust and head of digital innovation at Milton Keynes University Hospital NHS Foundation Trust. Her innovative approach and commitment to improving healthcare through technology make her a pivotal figure in the transformation needed for the new Frimley Park Hospital. 

Daniel Morrissey, Commercial Director

Dan Morrissey is the commercial director for the new Frimley Park Hospital. He has extensive experience in commercial leadership across sectors like healthcare, defence, and education, and has delivered complex projects such as HS2 and Great Ormond Street Hospital ZCR. Previously, he was the UK commercial director for building at Skanska. 

In his current role, Dan shapes and drives the commercial and procurement strategy for the new Frimley Park Hospital. His expertise in governance, stakeholder engagement, and operational excellence is key to the project's success.

Tina Byford, Workforce Lead

Tina Byford joined the new Frimley Park Hospital team in January 2025 as the HR / workforce lead. She plays a crucial role in supporting Trust-wide transformation initiatives, including the development of the new hospital and the implementation of innovative care models.  

Prior to this, Tina was the HR director at Grosvenor Casinos, where she developed and delivered the people strategy aligned with the business goals. She also spent 14 years at Royal Mail Group, gaining extensive experience in various HR roles, and ultimately served as head of people change, leading large-scale transformational change programmes. 

Fredel Gibson, NHP project lead for new FPH

Fredel is the new hospital programme (NHP) project lead for the new Frimley Park Hospital, working directly with the Trust to facilitate a link with the wider NHP team, and to support the Trust in achieving the programme’s outcomes, benefits and objectives.

Fredel is an experienced project manager and chartered civil engineer, with experience delivering public sector projects in healthcare, justice, education, and infrastructure. She has led multidisciplinary teams from feasibility to construction, including supporting the delivery of the Jersey Hospital Project, and the Department of Health and Social Care’s fast track Covid lab project.

With a strong understanding of public sector work, she specialises in stakeholder engagement, risk management, and programme delivery, working closely with client teams to shape complex, high-impact projects.

Our design team

We are working with leading architects and the national New Hospital Programme team to design our new Frimley Park Hospital. We will be adapting their standardised designs to suit our communities needs using modern methods of construction, working towards a net zero carbon hospital for sustainability.

The new Frimley Park Hospital is led by senior clinicians and staff, supported by expert advisers. This specialised team streamlines services from the announcement of our new site to the arrival of our first patients. Committed to excellence and innovation, they will transform healthcare delivery, revolutionising clinical models and ensuring a first-class hospital environment for our patients.
